OE-3716 [FD 1225] Batch task subsystem extracted into its own microservice (batch-task-manager). New batchtasks database, one-shot migration of BATCH_CONFIG from openiam → batchtasks, and a cache-consistency fix for BatchTaskScheduleEntity. Reduces ESB memory pressure during batch windows. Customer Groovy scripts referencing org.openiam.esb.core.batch.tasks.* must be updated to the new org.openiam.batch.manager.* packages.
